I wouldn't adopt her unless you are living on your own in a stable environment and can financially support her and yourself. Don't do this unless you are stable, or you're not going to be any better than your mother. In order to adopt her, you'll have to go through your county courts. You're going to have to go against your own mother and the judge will have to decide whether you're more suitable than she is. Since you're only 18, you don't stand a chance. The judge is going to throw it out because he doesn't see what you and your sister do. I'd suggest a grandparent or someone similar if you really believe your sister isn't safe there. But to the judge, all it's going to be is that your sister just doesn't want to live there and courts don't take to that lightly and most likely won't even listen to you or your sister. Child Protective Services won't do anything towards a mother who just cusses and gets angry a lot either.
