This question is for DOS not MS-Dos. I have Windows 98 SE and restart my computer in DOS Mode. My computer doesn't recognize my D: drive. It is my CD-Rom drive. In windows the D drive works and in MS-Dos it is recognized. How do I create D in DOS? Thanks.

You need to load DOS drivers for your CD Rom for it to work in DOS. Try using a Windows 98 Boot Disk and see if it can find any compatible drivers. Otherwise you might need to look on the net for some yourself. However finding these type of drivers these days may be difficult.
There were origiinally 2 types of DOS, MSDOS (Microsoft) and PCDOS (IBM), there was never just a plain old DOS.
Win 98 runs on MSDOS, no matter what your start mode is, that is what you are using. So if you aqre seeing drive D in MSDOS using the command prompt, it is only because you are going through windows itself.
If you are starting your machine in DOS mode without loading Windows, you simply don't have the DOS drivers for your D drive loaded.
You will need to find your MSCDEX for your drive, or a generic type DOS driver
It is possible that your system does not have the DOS drivers for that device. If you go to the manufacturer's website and look for DOS drivers, they should install necessary driver and modify the Autoexec.bat and config.sys files needed to load the driver in DOS mode.
