Well... first you have to learn how to program (plenty of materials for that), you then pick the language you want to program in and make sure that the compiler system for it targets windows/x86 machines.
Probably your best bet would be to go and grab the Java Development Kit and either Eclipse or Netbeans IDE and pick up some learning materials and set aside a few months to practise and learn to program. Nifty thing with java is that your programs will run on more than just Windows ...

Do all the software development with the code of your choice. It might be helpful to know some programming languages. =)
