i was switch my monitor then when i turned on the computer it goes through the initial setup loads then a flash of blue screen then i hear a click then it goes through the initial set up again it keeps repeating this till i pull the cord.

Sounds like an OS problem. Your hard drive could also be bad, but I recommend you re-install the OS before you buy a new hard drive. If you have the disc that came with your computer, stick it in and wait untill you see a boot from cd prompt. Its easy, make sure you format it ntfs though, and delete all the partitions first.
I don't think it's BSD (blue screen of death). See that usualy goes up and stays up it doesn't simply "flash". BSD will give you an error code (white letters on a blue background and will remain up long enough for the user to read it.
Sounds like your system doesn't recognize the monitor fully or hasn't acquired the correct driver.
Usually you should NEVER plug in any peripherals while powered up (except USB) but this time I'd say try this:
Use your normal monitor and start windows.
Unplug the monitor and attach the new one. This should force the OS to see the new hardware and attempt to find the driver for it.
Warning.. You MAY risk damaging your video card however I've had to force hardware before and have been ok. Just make sure that you power the new monitor on AFTER you plug into the port of your PC.
Try booting into safe mode.
Right when you start to power the machine up, after it shows the initial information, start hitting the "F8" key a few times. Done correctly this will bring up a boot options menu, from there you can select "Safe Mode" and it might allow the computer to boot into a windows environment.
From there, you can read the event viewer to find out what the error message was when the blue screen hit. Then it is just a matter of googling that error code to find out the source of the issue.
you have the blue screen of death, it probably is the most common error, 'ummountable boot volume'
try going into safe mode to actually see the blue screen and see what the problem is, to resolve it, you'll have to reinstall windows or reboot through a recovery disk
That blue screen is known as the "blue screen of death" unless you want plan to do some serious research on linux boot discs to recover your data I would suggest reinstalling windows.
