I'm confused by your question. Are you thinking about transferring to a different university or asking how your current university could switch from 3 to 2 terms per academic calendar? I'm not sure how things work in Canada, but in the US, 3 terms per year is usually the quarter system (the fourth quarter being summer). It would probably take about a decade to make this switch since all the courses would have to be restructured and retitled. Graduation requirements would have to change as well. Basically it is incredibly complicated and unlikely to happen while you are still a student.
