Cultural relativism means that no specific culture is either moral or immoral, they are just different and you cannot judge a particular action to be right or wrong. The right or wrong is found within that culture, so no one outside of it can say otherwise. It's all relative.
Tolerance on the other hand, means that you have judged a particular action and personally believe it's wrong, but won't do anything about it. You tolerate a behavior.
An example: Some people look at homosexual behavior as something they wouldn't personally do, but cannot judge whether it's right or wrong because they aren't a part of that culture. So, they go about their business.
For tolerance: Some people believe that homosexual behavior is absolutely wrong, but do not do anything to stop it. They tolerate being around them.
One believes they aren't in a position to judge and one thinks they are.
