I am a vlogger and I am wanting to do live events with my camcorder. I have a Sony Handycam HDR-CX440. I have Windows 10. My handycam even has an option for live streaming but it's greyed out and unable to use. Is there a way that I can use my camcorder as a webcam via USB?
It has wifi functionality but I can't get it to work.
Is there any free app to have my camcorder into a web cam via USB?

It won't do live streaming if you're running Windows 7. I had trouble getting it to work too. I used a memory stick - that you can slide into the side port of the Handycam. You can record about 3 hours of video on a 64 GB memory stick. Then you can remove the disk and plug it into your computer. That was how I was able to get it to work. I couldn't get it to do live streaming. I tried different things but ended up getting it to work using a disk like this:

look at page 24 of the manual for instructions on setting up WiFi. you will need software on the computer to transfer video, the manual gives the download URLs for both Windows and Mac. i think the WiFi is just for file transfer, although it may live stream to an Android OS or iOS smart phone using the PlayMemories Mobile App. see page 21 in the manual.
Have you tried making sure the camera was plugged into AC power to make the live streaming option visible?
