Now my monitor does not work. Nothing wrong with the video card because I tested it with another PC. Other than the monitor problem the PC seem to be working fine although I don't hear the initial "beep" during start up. Could I have a power supply problem? I have 450W power supply. I have two hard drives, three optical drives, and no other significant load.

Does your 450W power supply have a dedicated cable for PCI-Express x16 cards? The 5770 requires that dedicated cable (with the 6-pin plug) to be plugged directly into the card.
If you aren't even hearing the startup beep, I wonder if your +12V power cable got accidentally disconnected while switching the cards? It's the 4-pin or 8-pin connector closest to the CPU.

It's also possible that your 450W power supply is an off-brand of low quality. A good branded 450W psu (Antec, Corsair, Enermax, OCZ etc) with a 6-pin connector is enough for most systems with a Radeon HD 5770. But generic 450W psus which came free with the case- those often provide less power than advertised, especially amps supported on the +12V rails.
You need to upgrade the power supply. I would go with a 600w.
Lol at the optical not being needed. And how, may I ask, do you buy your software? Did your operating system just magically install on your HD?
There's absolutely no way your PSU can handle that card alongside everything else. Get a new PSU.
And you don't have a single reason to have ANY optical drives. There hasn't been a point to ODDs since 2007.
