It does cause a chain however Macros effect is not a cost and hence only has to be obeyed until another effect super-cedes it, i.e. if a card says this card can not be removed from play (Miracle Jurassic Egg) even if Macro Cosmo is on the field it can not be removed from play by cards like Dark Core.
Point is Since Macro's effect is not a cost it can be over-ridden.
You can Special Summon 1 "Helios - The Primordial Sun" from your hand or Deck when you activate this card. While this card is on the field, any card sent to the Graveyard is removed from play instead.
I think that it would be just a loop that doesn't end, unless someone uses a Trap or MST to destroy at least one of those 2 traps.
That would be the only way to solve the problem. If this doesn't happen, then a card CAN'T be sent to the graveyard because of Macro Cosmos and a card CAN'T be removed from play because of Imperial Iron Wall, resulting in a loop.
As long as this card remains face-up on the field, negate the effects of all Spell Cards on the field. Pay 700 Life Points during each of your Standby Phases. If you do not, this card is destroyed.

Imperial iron wall was destroyed. So it goes to the grave. But since macro cosmos is on the field its removed instead
imperial iron wall beats macro cosmos and the cards go to the graveyard and if imperial iron wall gets destroyed then it goes to the graveyard
