I have bought a Nvidia GeForce GTX 550 Ti and i'm having trouble running games at their maxed out settings. I have Grand Theft Auto 4 and I maxed out all the settings and I installed a graphics enhancer like an ENB, but I have frames from up to 11 and below. I also have Mirrors Edge but I can play that game at the highest settings at up to 40 frames! Please help!!!

Im going to say your windows 32bit is holding you back quite a bit. I recommend you get windows 64bit on there. Reason being is this. Windows 32bit has a RAM limitation of 3.25 GB and this includes your video card memory. You may not be using all available RAM in your pc running windows 32bit versions. So your might be only using half of your video memory at any given time. I do not know what the rest of the system you have since you only mentioned the video card specs.
You will need at least a quadcore AMD phenom II processor or Intel quadcore processor to be able to send DATA to your video card quickly. Your computer is only strongest at your weakest part.
My nephew's g/f has this in her computer with an AMD phenom II 965 quadcore 3.4GHz x4. With the 550ti video card and that plays the games on max settings just fine. I know WoW plays on highest settings with 57 to 60 fps. She also has 8GB ram which helps quite a bit too.
It is not a really that good of a card. No, its not horrible, and I would call it a decent mid-range card (albeit from last generation), but if you are expecting to get good frame rates on any demanding game (and GTA 4 can be demanding), then you definitely will need a more powerful graphics card.
The newer GTX 650 Ti is quite a bit better, and you should consider upgrading. You might also consider a Radeon HD 7850.
