Most people dont know what socialism, communism etc are and apply the term as a blanket definition for any country that provides Govt administered services rather than privately owned services. In a word NO Canada is NOT a Socialist country tho Americans like to label it as such.
Canada has a Govt administered health care system however it is NOT free - the only provinces I know of in which individual Cdn citizens dont pay for their health coverage is Ontario and Saskatchewan, tho there could be others.
Canada is a democracy, the political structure is different than the USA in that we have far too many political parties, and IMO an election process that is almost pointless because of that.
80% of Cdns can NOT vote for a certain candidate and yet he/she can still be elected. simply because there are far too many political parties in Canada. IMO Canada needs to change the process, and have a primary election as the USA does, and eliminate the "also ran" parties from the final deciding vote.
Along the same vein most people do not understand the differences between communism, maoism, leninism, socialism, dictatorships etc and label them all as communism, a lot of uneducated people associate socialism with communism etc
Socialism and communism are defined by the distribution of goods and services, if you want a very basic definition, however to understand what all of these really are you need to do some research, which isnt easy because the internet contains masses of misinformation.
Thousands of so-called professors, authors, experts have posted tons of misinformation on the internet -- so finding factual research material can be difficult
An example is referring to China as a communist Govt, it isnt. Canada as socialist, it isnt. Lazy people dont want to know, they just want an easy label to attach

I would venture that there is no country in the world where there are no rich or poor or that everyone was equal. I have yet to hear of the leader of any country living in the same kind of housing that a single parent on welfare lives in.
Canada owns the means of production, more specifically, the subjects of labor (natural resources and raw materials). Here in the US, we have an issue with the Keystone XL Pipeline. In Canada, the tribes in New Brunswick are trying to stop Canada from issuing permits to companies to test the shale for fracking....and there is absolutely nothing they can do about it. In fact, the more they protest, the more the Canadian military steps in to protect the workers that they gave permits to. Even though treaties allow those tribes to live on the land, in the end, the resources are still owned by the Canadian government. That's pure, unadulterated, 100% socialism.
The USA has Medicaid, Medicare for those over 65, Unemployment Insurance, Food Stamps, Legal Aid, hundreds of other social programs, plus the big one Social Security. AFDC Program, TANF Welfare Subsidies, WIC & CSFP, EITC, SSI, CHIP, School Lunch Program, TEFAP, LIHEAP, Homestead Property Tax Credit and many more to numerous to list. These programs cost the USA more than $1.3 trillion in 2013. So what name do we want to put on this Socialist country.
Canada is a democracy, but is slightly leaned towards socialism. Free education, free health care, and ension all come from the taxes. that's why Canada has high taxes

While, yes, Canada is more socialist in it's policies than the US, it is still very much a mixed economy *similar* to the US.
