I got a scam(I think it is) email from Pay Pal.

It is from PayPal ([email protected]).
Since I never signed up for an Pay Pal account, I think this should be a scam. After receiving this email, I don't know if Pay Pal is safe anymore.
Update:the email quoted in the link is exactly the same as mine, even the cost and product.

I'm not sure that email address is really from a PayPal address. I suspect there are ways of faking From addresses. And if this email was like the one you linked to, it's interested in getting you to a phony web page, so the email address is only needed for window dressing, not real email communication.
The key thing, as pointed out on that web page, is that if you're not addressed by name, but simply by a generic "PayPal member," you're almost certainly dealing with a scam.
But I would not fault PayPal for this one.
Paypal never sends out emails asking you to purchase an item or log into a website. Paypal is very safe, but there are ways people can send emails by spoofing their email address to anything they would like. Never ever log into a website that looks like paypal. Only log into the real paypal. To verify that it is the real paypal, look at the URL bar. It should begin with https://paypal.com./ If it does not, it is a scam page and you should not log into it.
If you don't have a PayPal account, then it probably was a scam, but not one really sent by PayPal. You can report it to them below and they'll investigate it:
