Trust me I know a lot about this because the Pastor at my church loves to talk in parallel sentences.

Here is an example,

Betty loves bicycling, skateboarding, and skiing

A parallel sentence basically refers to the balance of verb usage.

This is not parallel:

Betty loves to bicycle, skateboard, and to ski.

Why is it not parallel. Because it ends not with a gerund but with a prepositional phrase so it is out of balance.

Your sentence would be balanced if you wrote, It is not why they were to charge, it is to charge and to be killed.

Why, all verbs are contained within a prepositional phrase.

The verbs need to agree to be parallel, so it would have to be: It is not why they were to charge, it is they were to charge and be killed.
