Comcast won't support Outlook over the phone, but they ave plenty of information on their website about it. Some helpful links for the two most common versions of Outlook are:
Outlook 2003
http://www.comcast.net/help/faq/index.jsp?faq=Emai...
if that doesn't work, use this:

For Outlook 2007: http://www.comcast.net/help/faq/index.jsp?faq=Emai...
Try changing the outgoing port to '587'. That worked for me. The default is '25'. That wasnt working for me. I then tried '465' which didnt work either.
So just try '587' if not that then try, '465'.
