I messaged someone while their green "online" light was on just saying "hey, what's going on?", but they logged out less than a minute later because their light went off. They've been on Facebook in the hours since (they posted things), but the "Seen At" notification still hasn't come up for the message.
Is it possible that they really didn't see the message?
Or are they blowing me off?

You can pull down the message box and you can preview the message. If its that short of a message then they don't actually have to open the message and it will look like it hasn't been read yet.
It's possible they haven't seen it yet. Depends on how active they are on Facebook.
They've seen the message, for it to say seen they have to open the message. They could have seen it by just clicking on the message icon & the little window opens right underneath. They're blowing you off.
To know if a person has seen your message, at the bottom of your message box you'll see, "seen at" whatever time it is.
So they probably logged off before seeing your message. So to answer your question, they probably didn't see your message and therefore not blowing you off.
