1st im new to building computers and this is my 1st try. I bought all new parts and installed them with help from someone more experienced then me.
It powered on, cpu fan on, mobo leds on, but no image on the monitor. I have tried the graphics card on 3 different computers (they had on board grapics) and it wouldnt show a screen still.
Graphics cards get automatically read when installed right? so it should have picked it up unless its DOA? Does the motherboard being a Express 2.0x16 mean the graphics 2.1x16?

Hello
You need to go to your bios settings that look for that " First Display" if it is set to PCI Express
then after your screen is not showing anything then your card is dead, So on that time use the onboard graphics for display.
the motherboard won't always use the Add-on Card by default.
There may be a setting in the BIOS for using internal graphics or add-on graphics.
Most default to the internal graphics chip.
The biggest reason for the card not working is not providing enough power.
Plugging the external power in doesn't always mean providing enough power, if there isn't enough amperage on the rails used to power it.
Sometimes, people overlook plugging the card into power at all, which will keep them from powering on.
The graphics card is probably dead. If you did buy it from Newegg, they are pretty good with returns, so they will probably exchange it for you without much of a fuss.
