Yes it is time but an ophthalmologist would know for sure whether she needs an operation or eye mask and glasses. Unless they want to give their daughter an inferiority complex by looking odd they should do something soon. She seems to be holding her hands funny too but that probably doesn't mean something is wrong with her muscles or anything.
Because her parents are neglectful creatures who want to use their own daughter as a social experiment. They want her to grow up a freak just to prove a point. The Earl and Countess of Wessex, as they wish to be called, rather than Duke and Duchess as they should be, and their daughter, who is by law a princess (male-line granddaughter of the sovereign), want to give the impression that they are just like regular people. But regular people don't live in palaces and refuse medical treatment for their children. Regular people live in modest homes and spend every last penny they have to ensure their child's well being. And here in Britain where such treatment is free of charge, there is simply no excuse. Shame on them!

It's a major operation, for a minor issue.
Her parents have opted to NOT put her under that surgical stress.

I believe she has had surgery now. The information about her is sketchy, but that was my impression
