is the correct construction and changes your sentence less.
If the NEITHER precedes the verb (have) then you can have a different verb following the NOR.
If the neither follows the verb (have) then the nor has to be followed by something you "have" not something you "are".
Maybe.. "We have neither weapons, nor the amount of insanity as required to threaten others."
And sorry I can't help you with the other one, I don't know what firebrand is.
