Not exactly sure where you're going, but copying in VB.NET makes use of the FileInfo and DirectoryInfo classes.

We define the fFile1 variable as a FileInfo object and set it to point to a particular directory on a file system. In order to make a copy of a file, we utilize the FileInfo object's CopyTo method and specify the full name of the file where we plan to move it."
As for editing the file, I'm guessing that you'd need to use the StreamReader class to open the file and StreamWriter in order to save it.
