Adobe Photoshop/Illustrator versus Painter 12?
Which digital art program is better? Or is there very little difference in the quality of the ending image? Also, does Painter 12 have something similar to Adobe Illustrator's Live Trace so that the image is outlined in black?

They all do slightly different jobs. Photoshop for photo manipulation and effects, Illustrator for graphical designs and packaging illustrations with scalable vector graphics, Painter for more painterly effects.
The "better" one will depend on what you want to achieve in the end result.
