Im talking about BABYSITTING, not daycare.
1. If I babysit in another persons house I know I dont need a license. If I babysit in my own house do I? I know some states have laws saying you do not as long as you only babysit kids from 1 family at a time, which I will be doing.
2. How many kids can I watch, and how long can I watch them without a license?
DO NOT come in here and tell me I need a license to babysit, that is WRONG and why you should only answer if you KNOW, do not run to google and give me the first answer. Thank you.

A lot of this is covered under the Family Law article of the state code, under Title 5, Subtitle 5.
To spell in out in plain English, it counts as a day care center if you are looking after any child under 13 years old in a place other than that child's residence, for less than 24 hours at a time, and are paid for it (§ 5-501 (e)). So, technically speaking if you look after any children under 13, even just one, by having them stay at your place and you get paid for doing so, it counts as a Family Day Care Home under state law, and makes you a "Day care provider." Unfortunately, this means you are subject to registration, according to part § 5-501 (q), UNLESS you are related by blood or marriage to the children, are a personal friend of the parents of any children you look after, or received the task of child care from a licensed child placement agency.
One last thing that I have to say because I hear it so much: Just because you know or see people get away with violating a law routinely does make it de facto legal.
