They have many similarities. Both had severe behavioral problems that caused them to move from club to club (Romario switched back and forth between 10 clubs 17 times and Baggio played for 8 different clubs, including Inter, Milan and Juve) and this probably caused both of them to win very little titles despite being such spectacular players.
Baggio won a Ballon d'Or and FIFA WPOTY whereas Romario only won the FIFA WPOTY.
Baggio's awards were based off of his Scudetto winning performances for Juventus (they hadn't won in almost 10 years) in the 1993 Serie A which was by far the best league in the world at the time. Baggio also played top tier football with Milan and then Inter. The following year he lead Italy to a World Cup final where they lost in penalties to Romario's Brazil.
Romario's awards were based off of a World Cup winning performance and his performance with Barcelona winning a league title. Truth be told, Romario only played at Barcelona for 2 seasons, and his 2nd season was very poor. Romario never again played for a big club for the rest of his years.
I consider them similar in talent during their peaks, but Baggio is a better player due to his longevity at the top level.
