I think he is talking about those automatic shufflers that the dealer puts the cards back in the shuffler after every hand. Stick with a table that uses a shoe.
Counting cards is possible at 6 deck shoes, that's actually where most counters do it. It's also possible with 8 decks, but not desirable. Two deck games are also very easy to find in Las Vegas. Most off the Strip casinos have them.
Obviously you cannot count at continuous shuffle machines, but everyone does not use those. I would guess that probably only 1/3 of games in Las Vegas use continuous shuffle machines, maybe less. The casinos know people hate them, so if they don't offer other tables they will drive customers away.
Aside from shuffle machines, the only time I've ever seen a casinos shuffle every hand is at a full table (all seats filled) of single deck. Penetration does matter though, and if you want to make money counting cards you have to seek out the games with the the best penetration, but again, it's not hard if you look.
If they shuffle every hand, coutning doesn't work. Live casinos do not shuffle every hand (no one would play there, as the pace of play would be agonizingly slow) The number of decks is not relevant, how they shuffle is not relevant.
