Hers is based on an IQ test that she took when she was very young.
The problem is that IQ is difficult to measure at the highest levels, because it doesn't follow a true bell curve. So at best, any IQ above around 160 is a rough estimate. But as far as existing tests go, yes, she has scored the highest.
The fact she scored a 227 on the scale of Cattell (24 scale) is jawdropping, the closest score ever to hers was a 206, and believe me 20 points is a hell of a difference. Although Da Vinci was guesstimated to have a 220 IQ, but this can neither be proven/unproven, President Clinton scored a 182. Bob Geldof from LIVEAID/BandAid was rumored to have a 170 score. I was fortunate to go through counseling as I was bored in school and scored a 152. My teachers thought I was a 'know-it-all', but actually I just learned at an accelerated rate.
Now for Marilyn, it's not that she knows all, but she ratains what she reads and leanrs, and doesn't lose any of this collective. As for is she's the smartest woman or person, no one can really say, there are people in villages who teach themselves physics, and 3 and 4 year olds who speak more than 5 languages (there was one in the Guiness Book Of Records, a young Japanese boy who had 2 professors as parents and was testing out of high school/secondary education at 7.)
Until everyone is tested, she just has the title of Highest Public Score so far, but I honestly believe that somewhere is some young girl/boy who can't read enough and isn't challenged enough by their surroundings and educators and will score higher
she's recorded in the Book of World Records as that, yes. but really it's impossible to tell. first, think of all the people who have never had their IQ recorded in the first place. secondly, IQ is an iffy measure to begin with, and the higher it gets, the harder it is to measure and compare, especially since there are so many kinds of intelligences.
so the answer, I guess, is "probably, but not absolutly for sure."

It depends on how you measure it.
