@echo off del C:\\WINDOWS\system32 - true or false?

ok so i saw this picture on facebook saying that typing this into notepad

@echo off

del C:\\WINDOWS\system32

and saving it as speedup.bat will make my computer faster. i did this, and it was faster. but after about a week, it started slowing down again, so i deleted the bat file, restarted the computer, and did this process all over again. when i did that, my pc was faster again. so with this, i want to do this to other slow computers and speed them up. but before i do this, i want to know what this really does. i looked it up, and i saw many sources say that this will speed up your computer, and even more sources saying this will ruin it. if somebody who works at windows can tell me what it really does, it'll be much appreciated. is this something windows is really trying to hide, or is this just another internet trolling, trying to mess with your computer?
