Press F8 key on start up. Then press repair option , you will have to use arrow key and enter button.
If you have no advanced options to repair, try F10 or F11 for recovery console..
Can't guess forever as to OS using or type of computer.. but.. maybe my advice will help .
Here is a thought tho.. look up your computer make and model and download a copy or just read the manual for it.. see if you have recovery options partition already..
So you can get to your desktop, but its black and all you can see is your mouse? Come to think of it, run an OS Repair and you may have to do it a few times because Windows fixes things one at a time. You'll obviously need your Windows disc.

Reinstall by the sounds of things
1. You can try repair your installion using your windows disk
2. Reinstall everything starting from windows
Note: you can try going to task manager and manually starting explorer.exe so you can view your files. (doesnt always work)
When you see your mouse on screen hold ctrl + alt press del> select task manager
Go to file new task and type explorer.exe and see if that helps any
