Assuming that your "disc" is a readable CD or DVD and that your laptop has a working CD/DVD drive, just put the disk in and close the drawer. In ten seconds or so, open "My Computer" and you should see the disk identified as a disk drive, probably D. Right click and select Explore. You should now see a standard type of listing of the directories and files that are on the disk. Find the picture file you want and copy/paste or drag it onto your desktop.
If your "disc" is a hard drive on another computer, go there and copy the picture file you want onto a CD or DVD, and then follow the instructions above.
