You don't. Photohsop cannot connect to Android devices like phones or tablets - it has nothing to do with these.
Send yourself the image files by email, or attach your device to your PC using the USB cable that came in the box and transfer the images to your computer, or transfer via bluetooth if you device and computer has bluetooth.
Once you have the image files, then you can open them up in Elements.

According to the first link below, Adobe Photoshop Elements 11 ONLY runs on Windows PCs and Mac computers.
There is no Mobile version of it, period.
But, you could try using the ONLINE Version of Photoshop, but I haven't tried it with Android yet, so there are no guarantees.
