There's a lot of factors and it's different for everyone, but here's what I recommend. First think of what you want in a college. Does it have a good program for what you want to study? Is it a good size? Do you like the location? Is it affordable? Once you go through all these kinds of questions, you can end up with a list of colleges that fit you. (I put a link at the bottom where you can say what you want and they will generate a list of colleges that fit you.) Then you can do some college visits, if possible, to see what you think of the schools your considering to narrow your list down even more and decide what would be your first choice, second, etc. Finally, you can apply to as few or as money colleges as you like and then pick your top choice based on which colleges you get into and whether or not they meet your requirements. One recommendation I have is to apply to some schools that you know you'll get into as well as some of your dream schools that you think might be a stretch.
Well, make a list of what you want in a college. Keep in mind:
Location; Do you want close to home or far from home?
Money(cost)
Would you be eligible for the school?
How's your ACT/SAT score?
Do you want a private or public college?
Big or small?
Urban or suburban?
Does it have what you want to study?
How are the dorms?
Make a list of college you want to go to, then try to visit them. That way you get the perfect college.
I really suggest taking a look at this site.

Not only do you get scholarship opportunities, you can also look and learn about colleges. I was clueless about what I wanted in a college or how to do it but zinch really helped me. :) It's not scam. I promise.
Things to consider: Does the college offer your major? Do you want to stay close to your family? If you go to a college far from home do you plan to live on campus or rent an apartment. Will you be working to cover other expenses such as rent or gas. Is the area safe? Do you want to be downtown in the city ? Private university or public?
It's different for everyone, but you should think of the following:
1. Do I qualify academically/do I have a realistic chance for admissions? (ex. Applying only for Ivy schools when you have a 2.0 GPA is unrealistic/stupid).
2. Does it offer my intended major?
3. Cost; can I afford this college?
4. Setting; in-state vs. out-of-state, big vs. small, rural vs. urban, etc.
5. Do I love this college/ can I see myself attending here for four years? It's pointless to apply to somewhere you hate or have no intention of going. This is especially true for "safety" schools.
