There are single quotation marks, which are written either using the symbol ‘ for the opening quotation mark and ’ for the closing quotation mark, or the symbol ' for both.
There are double quotation marks, which are written either using the symbol “ for the opening quotation mark and ” for the closing quotation marks, or the symbol " for both.
In current North American usage, generally the double quotation marks have priority.
North American usage:
John asked, “Did Simon say, ‘I believe in “life”; I believe in “mercy”, and I believe in “death”’?”
John asked, "Did Simon say, 'I believe in "life''; I believe in "mercy", and I believe in "death"'?"

Note that if you are writing that sentence itself, as part of an article written in APA format, you would put the commas inside the quotation marks. But if you are quoting it from another author, you will use the punctuation preferred by that author, save for changing double quotation marks to single quotation marks and single quotation marks to double quotation marks if the nesting level requires this.
Very confusing to respond to. Even that small e book, "call to the country" and the rates in it, are previous words! One quote that i found to be extremely uncommon, very uncommon, and there fore it regarded somewhat particular... This quote is component of 2d para of web page 60 of the e book 'call to the country'. What i found particular is this takes away a large burden off, from the human options. we choose no longer "keep money owed" of solid issues that we do. the most straightforward project is that solid movements (existence-constructive movements) frequently go unrewarded, unrecognised, and consequently, the calculative options frequently discourages us. ..
