Use a straightedge or single-sided razor blade to remove as much of the paper/plastic decal. Start at each corner and work toward the center.
Run a plastic butter knife over and over the adhesive to roughen it up. Then smear it with something oily (peanut butter works the best, but you can also use cooking oil or spray, baby oil, WD40 or GooGone.)
Let the oil set on the adhesive for 1/2 hour or so. Use the butter knife to scratch off more of the icky mess. Repeat the oily treatment until all of the adhesive is gone. Then wash the glass with dishwashing soap or Windex (depending on if it is something you will eat/drink out of) to remove the oiliness.
