Problem: I didn't have any space on my phone, so I started using iCloud to keep them. Now I want to transfer them onto my computer. I don't see them in my Photos library on my Mac, and when I open the tab for my iPhone photos it says there are no pictures in there. I have them on my phone, when I go to turn off iCloud sharing to fix this, it says I can't download the photos to my phone because I don't have enough memory, and that if I choose to delete them I can still access them on other iCloud devices. But where do I access them on my Mac then?? I can't see them anywhere. How do I solve this?

As long as you log in with the same apple ID you should be able to see your photos and download them
To make sure your Mac is syncing it needs to be signed in with the same Apple ID you're using with the iPhone. You can mix it up between apps, but all the same Apple ID is best.
iCloud
Go to System Preferences > iCloud. Enter your Apple ID and password. Click Sign In.
iTunes
Go to iTunes > Account > Sign In. Enter your Apple ID and password. Click Sign In.
iMessage
Go to Messages > Preferences > Accounts. Enter your Apple ID and password.
FaceTime
Open FaceTime and enter your Apple ID and password. Click Sign In.
