You'll need an electric fan (or fan powered by some source), a filter, lots of tubing and a couple of miles of gaffa tape. The key is to reverse the blades or turn the fan round so it sucks instead of blows.
PS. I hope you've got a spare year or so in which to do this as it is going to be a seriously difficult project.
Well it was a shop vac but you can duck tape it to a big round piece of wood. You can make it like a flying saucer that floats off the ground about 6 inch.the hose part has to point to the ground so the air shoots out and pushes it upward. The wood should be about 2 to 3 feet across. You should be able to stand on it when you turn it on. It does work and the kids like to think they can fly.

Just use a paper towel and some windex. You should find a better project then cleaning a vacuum though.
