I know for a fact that emuparadise is safe cause that's where I always go to get the games I'm looking for. I must have downloaded 100 games from their site and no viruses yet. :) I do believe emulator zone is safe as well, I've gotten a couple games from there. Another good one is rom hustler, this is where I go to get PS1 games cause here they're free, no sign ups, no nothing, just click and download. :)
Downloading emulators is both safe (if you download from the official sites) and legal. Downloading ROMs or ISOs of games (any game, no matter how old) is NOT LEGAL. However, ripping the ROM or ISO yourself is legal, but some video game companies, especially Nintendo, have pushed for such ripping devices to be made illegal (something I feel is contradictory, as Nintendo mentions that game copying devices are illegal, but the Entertainment Software Association's antipiracy page says that under law, backup copies of games are legal. This means that you must illegally commit a legal act.) However, such game copying devices are only for games on older systems, and games on newer systems use the system hardware itself to rip the disc. I highly advise you not to download ROMs, especially for newer systems but also for every other system. However, there are a variety of homebrew games for consoles and handhelds that can be played on an emulator with no legal issues.
