Marrying Sapphire in Skyrim?
I have to admit I've fallen in love with this character, digging around the internet I've heard a few "yes"s and a lot of "no"s about whether or not the player can marry her or not.
Can you marry her? If so, how? I find her character to be very interesting and much more in-depth than some of the other npcs available for marriage.

No I don't believe you can. I've finished all the quests in the Thieve's Guild questline and I have not gotten the dialog option for marriage with Sapphire. Sorry. She is quite an interesting character, though, isn't she?
I think if you play PC you can use console codes, though. I have never used console codes because I play the Xbox version (my computer would implode if I tried running Skyrim on it..). But I looked it up and this seems to be the console code for adding a NPC to the marriage faction: Addtofaction 19809 1
But again, I've never used it. I heard that it doesn't work for some NPCs, but it's worth a shot. Good Luck!

She's not available for marriage. If you are playing on the PC you can use a console command to marry her anyway. But she probably won't have any of the marriage dialogue. If you do this make sure you have completed every quest associated with her just in case.
If her voice actress also did one of the marriageable npcs, a modder may eventually be able to make her a real marriage option and fill in the missing dialogue. Once the tool set is released more mods like this will become available.

I think you can marry her only if you use a cheat on pc version. Console versions don't give you that option.
