hi mate
to be honest not really however with call of duty black ops its a case of lucky dip... i have heard of guys with 2 x GTX480,s in sli and they cant run black ops due to instability issues and lag and thats two of the best cards around
and then theres guys with similar cards to yours who can run black ops on low/medium detail without any problems .... so as you can imagine this isnt a easy question to answer.... but on low detail i would say you should be ok
ive had a look at your Acer Aspire AX3812 ( http://www.acerdirect.co.uk/Grade_A1_-_Acer_Aspire... ) and it actually uses the same processor as im currently using.. the celeron E3300 is a excellent cpu which is more than capable of running todays games with a capable graphics card... however your obvious problem is the size of the case...
that said you have done well in recognizing this and going for a low profile card which should fit in your case without any problems... however the 220w psu isnt that much power but since the HD4650 only draws 48w maximum you should be ok...however the "Sapphire ATI Radeon HD 5550 1024MB GDDR3 Low Profile PCI-Express Graphics Card"( http://www.aria.co.uk/Products/Components/Graphics... ) uses just 39w and is far superior to the HD4650 and supports direct x 11 and shader model 5.0 aswell
again the HD5550 will run the latest games however not at high detail however this is understandable at this price range... but hey the latest budget graphic cards are far better than previous generations and perform alot better
alternatively theres the "Zotac GeForce GT 430 1024MB GDDR3 Low Profile PCI-Express Graphics Card"( http://www.aria.co.uk/Products/Components/Graphics... ) which is one of the fastest low profile cards you can buy.... with a 700mhz core clock and 1gb of gddr3 memory running at 1600mhz ddr effective this has some strong specifications and with a 128bit memory interface and 96 stream processors this will run black ops pretty well... however again at low to medium detail
the main problem with the GT430 is its power draw which is more than the HD5550 and HD4650..... and a replacement power supply for these type of acer models cost around £115 for a 400w model... alot of money
i have seen a video of a guy who replaced the acer,s small form factor case with a antec 300 gaming case and used a 700w corsair power supply... it looks pretty good.. check it out at http://www.youtube.com/watch?v=JBgV1x8K4FE
however you need a certain degree of pc knowledge to do this kind of upgrade however once complete it looks pretty good....( note : if its still under warranty then do not replace anything )
summary : to be on the safe side go with the radeon HD5550 ( http://www.aria.co.uk/Products/Components/Graphics... ) ... it has some decent power and will fit inside your case without any problems ....... and the 220w psu should be fine... however to be sure use the "eXtreme Power Supply Calculator Lite v2.5"( http://extreme.outervision.com/psucalculatorlite.j... ) which can show you how much your pc actually uses ( in watts )
i hope this has helped however any problems please let me know
good luck !
The Radeon HD 4650 is just a $50 entry-level GDDR2 card. It's ok if you're playing on a small screen. At resolutions of 1280x1024 or lower it's fine.

But the 4650 is much slower than cards that only cost $20 more. Casual gamers should at least get a Radeon 4670, 5570 or GeForce GT240 instead.

By the way, COD has fairly low hardware requirements compared to most first-person shooter games. If you're plannning to play high-spec games like Bad Company 2 or Just Cause 2, you'll want a card closer to $120 (like the Radeon HD 5750 or GeForce GTS 450) than $75.
However, better cards require stronger power supplies. To run a Radeon 5670 or GeForce 9800GT your computer needs at least a 350 watt power supply, while a Radeon 4850, 5750 or GTS 450 requires a minimum 450 watt power supply.

Save yourself a minimum of ~$400 and buy yourself a real computer... a desktop, that is. Laptops and gaming is like cats and dogs. Cats don't get along with dogs (in popular belief), with a few rare exceptions. Laptops can't do much for gaming after a year or even less. On the other hand, the 4650 will be good enough to run wow on high and sc2 on low. You can play starcraft, diablo 2 on almost any computer.
It's ok, although a low-profile GeForce GT220, Radeon HD 5550, Radeon HD 5570 or GeForce GT240 would be better for Black Ops.
