Ok, well i had a serious power outage yesterday and unfortunately the power dipped about 5 times before blacking out. After that, i can no longer turn on my computer. I get the black screen where i have to choose a mode such as 'safe mode' 'last known working configuration', 'start normally'.
I tried everyone of the options and this message comes up
missingng or corrupt <windows root>/system 32 hal.dll
so im currently screwed and in need of some help

Have you tried repairing Windows from the install CD? Don't actually reinstall ... when the option appears press R to Repair instead of F3 to Install.

If you can get DOS to boot up (like safe mode) you could possibly install the missing .dll manually.

Another option if you have a second computer handy. Take your hard drive, place it into the second computer as a slave, and repair the missing .dll that way. Takes longer to rip everything apart though.
place an OS disk of the version of windows you have xp,vista ect. then boot from the disk, go to recovery, then type "R" for repair option. it'll load the system/bios drivers and you'll be able to get back on track. This option DOES NOT DELETE ANY PERSONAL FILES, FOLDERS, OR PROGRAMS!
Boot from your Windows XP disk (or vista) and choose the repair option.
Most likely, you need to get your Windows CD and reload it. Ask around someone you know should be able to help you, if you don't already know how to do it yourself.
Reinstall your OS.
