D3dx9_31.dll Sims 3
I have this same problem on my XP laptop. It works fine on my Vista laptop, but that one is far superior. Regedit is your registry editor. It could possibly fix something, by editing it. But you'd need to know what and it's not very likely that would be able to solve it. It's most likely not going to be possible because your graphics card is too old. You'll need to upgrade to play it. It won't make any difference if you buy it legally either. I've been looking around for an answer, but haven't found one yet. Another game, Lost Via Domus, gets a similar shader model 2 error on that XP laptop. So, most likely, it's a graphics card issue. I don't know yet if there's a way to play the game so older graphics cards can work with it. Once it's officially released, many more people should have this problem and then there could be answers.

I believe d3dx9.dll is something related to DirectX, a component within Windows that lets you play video games (essentially). The only solution I can think of is to download the latest version of DirectX http://www.microsoft.com/en-us/download/details.as... and see if that fixes the problem.
Refresh your computer and see if it works if that doesn't work uninstall the game and reinstall it if it still doesn't work return the game and get another one or ask the Sims.com forums for help
