I wish I could take some screenshots but it wont work. After messing around with console commands I managed to find the area. It's east of Whiterun along the northern bank of the river underneath a "cave" behind some trees. If you've discovered the Ritual Stone or Graywatch it's almost directly north of that. If you pass Shimmermist Cave you've gone too far north. To give you a general idea of the area you should be searching in, it's within the triangle between Shimmermist cave, Fellglow keep and Graywatch, however if you start to get close to Fellglow you are most likely too far east. Best of luck man, I have spent way too much time on this myself.

If you're too tired of running around and you are playing the pc version, hit your ~ key(left of the 1) and type in "movetoqt SolitudeFreeform07" (no quotes)

I know you may have done this but just checking, You have gone to the quest page and go to miscellaneous and have the quest active, once this is done fast-travel to Fareglow keep, and make you way done the mountain, it is located underneath the mountain.
