Atarot is closer but it has been controlled by the IDF since 2001. Livni is supposed to be giving it to the PA but some Israelis want to build housing there.
Coincidentally the IDF destroyed Arafat Airport in 2001 too.
Ben Gurion International Airport which uses the code TLV
It is located in Lod, near Tel Aviv-Yafo. It takes 15-30 minutes to drive to Tel Aviv from the airport depending on traffic, and about 45-60 minutes to drive to Jerusalem.
The easiest way to get to Jerusalem would be to take a taxi, when you walk out of the airport there is a line up to the left. It costs about $30 to take a taxi to Tel Aviv, so i'm guessing atleast double that to Jerusalem.
There are also buses and train. I think the next easiest would be to take the train, its right there and it goes to Jerusalem.

Actually there is an airport at Atarot, in northern Jerusalem. But the peace-loving Arabs have made sure that no Jew will use it.
Therefore, you should fly to Ben-Gurion International Airport, near Lod.
