Yes you can but I fear you haven't really asked the right question. Do you mean static pages integrated with CMS pages or something else?

It uses three different CMS packages. The oldest is my own, for the 'static' pages, WordPress for the blog pages and Gallery2 to images.
IMO the best general CMSs are Joomla and phpWebSite. For specialized content, WordPress, Gallery2, some others.
I only use packages that are free but customization costs, depending on the nature of the changes.
