IX mean 9 but 14 would normal be written XIV. The "I" would be in front of the V to indicate it was reducing it from 5 to 4. While the IXV seems to be saying take 1 from 15, the Romans wouldn't have written it that way. A good description of how Roman numerals were built is linked below.

Big problem with Roman Numerals: No zero.
IX means 9. I have not seen IXV but XIV means 14.
For future reference,
I=1
V=5
X=10
If a numeral of smaller value comes before one of greater value, you subtract.
Therefore, IX= 9.
However, IXV would be an incorrect numeral. We would assume it would be 14 (IX=9 and V=5), but it would be written XIV (X=10 and IV=4).

You are talking probably about "roman numerals". In that case, IX means 9 and IXV means... nothing. It would mean 14 if it was written XIV.
