These cards don't exists at the real yugioh so they dont have passwords. You can obtain dizzy tiger from chumley and dizzy angel from nowhere.

I have already search the internet for card passwords for yugioh gx tag force 1 PSP. Both cards don't have card passwords. Maybe by using cheats you can have dizzy tiger and dizzy angel. I have those cards only in Tag Force 2.
