If you meant heartgold then you can capture the following non-roaming pokemon: ho-oh, lugia, kyogre, rayquaza (if you manage to get both kyogre and groudon in your pokedex), suicune, articuno, moltres, zapdos, mewtwo, and either dialga, palkia, or giratina if you get the arceus giveaway from the 12th movie and bring it to Cynthia.
You can also capture these roaming pokemon: raikou, entei, latias, and latios.
But if you meant just shinygold (i don't know what that is) it's still the same legendaries from gold/silver.
You could get one off the GTS, but there's no guarantee that the pokemon isn't hacked. You could also trade with someone you know who might have one. The only other way I can think of is to save right before you battle the legendary pokemon, and if it isn't shiny, turn the game off and back on, and repeat until it's shiny. This will probably take a while, though, since the chances of it being shiny are 1 in 8192.

So if it hatches and its normal it will ALWAYS be normal -yes -yes -The parent being shiny is totally irrelevant to the offsprings chances. The only way to increase you chances for breeding is using pokemon from a foreign game. Such as japan or europe. But this was only added from 4th gen onward. This isn't in the old G/S/C.
