Well theses is not a word,, but the verb is does because it refers back to the the subject one and agrees with the verb watches.
Did you really mean to type "theses" as in multiple dissertations? The sentence can be boiled down to "Am I the only one who (do or does) them?" The correct word is "does".
The grammatically correct way to write that would be, “Am I the only one who watches these, but never does them?”

"Does," like "watches," because the subject is "one." Do you mean "theses" or "these"?
