check the connections for corrosion build up

fuses shouldnt matter since the headlights run on the same fuse

If you are going to HID lights, replace them both.

If they still do not work, it is an open and not a short. If there was a short, it would blow fuses.

I have not researched HID lights, but is there a ballast required on these? If so install it.
