I'm just wondering if this is a power supply problem. First of all, I smelled burnt plastic or rubber near my desktop. Then after a few minutes, my desktop shut off. It can now not power back on again. I just need to make sure it is in fact a problem with the power supply.

Well, we cannot be sure it is or is not a problem with your PSU, we can only advise. The first thing to do is unplug the PC from the mains, and check the Power cable itself. Does it smell or show any signs of burning?
If not, open up the PC and remover the PSU and do the same. If it has burnt out the smell will quickly identify it. If it also seems fine do a visual and nasal check of the rest of components. Is there evidence of any shorting on the inside of the case ot the mboard? it could be on the back of the Mboard so you will need to remove it to check.
From what you say it does seem likely that the PSU has burnt out. There is no guarantee that it has not caused damage to other components however. I would at least recommend that you buy a new cable with the new PSU, and plug it in via a surge protector.
