I've been trying to adopt an adult dog for over a year but keep getting turned down. I have a good job and make more than enough money to keep a dog but every place says they won't let me adopt because I'm gone all day (ie 8 hours) and live in an apartment. Why do they make this so hard?! I'm willing to walk my dog daily and take them to a dog park nearby but that doesn't seem to matter just back I can't let them out a back door or leave them alone for only two hours at a time. Is there any organizations in Pennsylvania that is a little more lack in their rules or ways to get around this stupidity? I'd rather give an unwanted dog a home than go to a breeder.

Try a rescue organization instead and look to adopt an adult dog.
That's great you want to adopt a dog rather than buying one from a breeder but, will the dog be alone for 8 hours?
Sorry to say, but NO dog can stay alone for 8 hours in an apartment. The fact that it would make them depressed and probably aggressive(over depression) in the long term aside, they'll need to pee in 8 hours and you say you're living in an apartment. You want to clean pee and poop every time you get home after work? And he might spill his water, what happens then? He'll wait thirsty for hours until you come back?
My old job didn't let me bring my dog to work and I live alone. I understand how hard it is to wait to get a dog, but if you'll leave your dog alone for hours, you really should wait. I myself waited for 4 years to adopt a dog even though I was feeling very lonely.
Instead of going to an organization like the humane society or spca, go to your local county shelter. The county shelters are run by a branch of the police, and usually dogs are only around $50 plus they get put down after a week, at least at mine they do. The county shelter is usually a lot more lenient in adoptions and the staff are just happy to get the dog out.
The bottom line is that you'll still be ignoring your dog for 8 hours per day, plus travel time. This isn't in the best interest of the dog, no matter how much you "want" one.
