The answer is multipart. Obscenity laws vary from locale to locale. CP is generally considered anything that focuses on the "naughty bits." or activity involving such.
Child Modelling falls often into a grey area, "artistic" enough to skirt the narrow definition of CP/Obscenity...though generally the folks who "collect" it as a general rule have much worse stuff.
I believe most of the Child Modelling stuff is done in Eastern Europe where child exploitation law is..laughable or simply not enforced unless INTERPOL gets the US' finger up their bung about doing something.
Some studios exist in NA but usually involves later teens and are more "tasteful" as they are aware of LEO and Federal level awareness.
LEO has busted many many many of these studios that offer clients "custom" *i leave that to the imagination* sets, and the everyone involved, photographers, owners and the children's parents go to the pokey...
There is a LARGE amount of demand for this still, and many many sadowy money/payment traders to launder the money, train the girls, and host and distribute content usually involving Organized Crime.
1. It's not against the law;
2. They are NOT nude; and
3. The ones who get in trouble are looking at child pornography (try researching what this means yourself).
Therefore, if you believe children should not be in bikinis, what do you expect them to wear at beaches or pools?
A site called cutechan has many pictures of children in bikinis. It's legal as long as they are not nude. There is some legal CP that is only legal because it falls under the art category. But it's best you stick to bikinis... though I prefer that you keep children fully clothed...
If you look up CP than you get in trouble, but if it gets posted or sent to you without your consent than you're good unless you save the picture. It's the poster who gets in trouble.

As you can see, it requires at minimum, "lascivious exhibition of the genitals or pubic area". This is somewhat subjective, but the government would have to prove they are intentionally posing so as to display their pubic area, and doing so for sexual purposes.
The other thing of course, is that this is US law, and other countries may have laws that are more or less strict.
