It has nothing to do with the activity series, but it has everything to do with the solubility rules. Both of the potential products, CoCl2 and NaNO3, are soluble in water. Therefore, there is no reaction. No reaction, no equation, ionic or otherwise.
Co(NO3)2 + NaCl --> no reaction
I would have my students stop right there. Someone else might want you to write the same four ions on each side, but I wouldn't.
